A rare opportunity to take the lead on a full Licensing function within a busy Environmental Health & Community Safety service.
We’re looking for an experienced licensing professional to step into a Lead Licensing Officer role, taking ownership of a diverse regulatory portfolio and ensuring the Council meets its full statutory responsibilities across all licensing regimes.
This is a hands-on leadership role, ideal for someone who enjoys combining operational delivery, enforcement work, and policy influence.
The Role
You will lead the Council’s Licensing service, covering:
Licensing Act 2003, Gambling Act 2005, taxi & private hire, animal licensing and related regimes
Processing, determining and overseeing licensing applications
Leading inspections, investigations and enforcement activity
Preparing and presenting reports to Licensing Committees and Sub-Committees
Acting as the Council’s technical expert on complex licensing matters
Developing and updating licensing policies and procedures
Advising Members, senior officers, partners and stakeholders
Representing the Council in hearings, tribunals and court proceedings where required
You will also support and guide the Licensing team, helping shape a high-performing, customer-focused service.
What We’re Looking For
Strong background in licensing, regulatory services or enforcement
Experience managing complex cases and making sound professional judgements
Confident report writer with experience presenting to committees or panels
Solid understanding of licensing legislation and enforcement principles
Ability to lead, influence and work collaboratively across services and partners
Comfortable operating in a role that blends operational delivery with strategic input
