Lead Licensing Officer (Part-Time, 21 hours)

A rare opportunity to take the lead on a full Licensing function within a busy Environmental Health & Community Safety service.

We’re looking for an experienced licensing professional to step into a Lead Licensing Officer role, taking ownership of a diverse regulatory portfolio and ensuring the Council meets its full statutory responsibilities across all licensing regimes.

This is a hands-on leadership role, ideal for someone who enjoys combining operational delivery, enforcement work, and policy influence.

The Role

You will lead the Council’s Licensing service, covering:

  • Licensing Act 2003, Gambling Act 2005, taxi & private hire, animal licensing and related regimes

  • Processing, determining and overseeing licensing applications

  • Leading inspections, investigations and enforcement activity

  • Preparing and presenting reports to Licensing Committees and Sub-Committees

  • Acting as the Council’s technical expert on complex licensing matters

  • Developing and updating licensing policies and procedures

  • Advising Members, senior officers, partners and stakeholders

  • Representing the Council in hearings, tribunals and court proceedings where required

You will also support and guide the Licensing team, helping shape a high-performing, customer-focused service.

What We’re Looking For

  • Strong background in licensing, regulatory services or enforcement

  • Experience managing complex cases and making sound professional judgements

  • Confident report writer with experience presenting to committees or panels

  • Solid understanding of licensing legislation and enforcement principles

  • Ability to lead, influence and work collaboratively across services and partners

  • Comfortable operating in a role that blends operational delivery with strategic input
