37 hours per week | Monday–Friday, 9:00am–5:00pm
12-month fixed term contract

About the Role

We are looking for an experienced and motivated HR Administration Team Leader to lead and develop our HR Support Services (HRSS) function. You will play a key role in delivering a high-quality, customer-focused HR service across the organisation, ensuring compliance with employment legislation, GDPR requirements, and best practice standards.

You will manage a small team, oversee HR administration processes, and support the continuous improvement of HR systems and services, helping to ensure an efficient and professional HR function across the Council.

Key Responsibilities

  • Lead the HR Support Services (HRSS) function to deliver efficient, accurate and customer-focused HR administration services

  • Manage and develop a team of 3 HR Advisors, including workload allocation, performance management and professional development

  • Provide an intermediate-level Employee Relations caseload, including supporting managers with HR advice, documentation and casework

  • Support HR Business Partners in delivering HR strategy, policy development and workforce initiatives

  • Oversee HR systems and processes including recruitment, absence management, occupational health referrals, onboarding, and employee lifecycle administration

  • Ensure compliance with employment law, GDPR, Council policies, and audit requirements

  • Contribute to HR reporting, workforce metrics and organisational data analysis

  • Drive continuous improvement of HR processes, systems and service delivery

  • Manage competing priorities and ensure service level agreements (SLAs) are met

About You

  • CIPD Level 5 (or Level 3 with strong experience and willingness to achieve Level 5 within 12 months)

  • Experience working in an HR function within a unionised environment

  • Proven experience in HR administration across the employee lifecycle

  • Strong understanding of employment law and HR best practice

  • Experience managing or supervising a team

  • Excellent communication, organisation, and stakeholder management skills

  • Strong IT skills, particularly Microsoft Office and HR systems

  • Ability to manage competing priorities and meet deadlines effectively

  • A proactive, customer-focused and improvement-driven approach
